Thanks to Gail Peble, we now know of this unlikely area in Kennebunkport. Here are her details: Kimball's Hill was located in Kennebunk, on the Cat Mousam Road. I am 46 and can remember my parents taking me there on a Sunday afternoon when I was very small. The had a rope tow run by an old car engine and local people were welcome to ski and toboggan, down to the edge of the Mousam River.
